The vulnerability of our nation’s infrastructure to natural and man-made events — from hurricanes to terrorist attacks — has become increasingly evident in recent years. Utility managers, government officials, and private businesses need to understand and then minimize their vulnerabilities, while also developing emergency response plans and post-disaster recovery programs to put into action should a catastrophic event occur.

Our Approach
Malcolm Pirnie takes a holistic approach to security, preparedness, response and recovery — establishing relationships with and facilitating communication among public utilities and government agencies at the federal, state and local levels, as well as local communities and businesses. In all of our security projects we strive to address three key elements of infrastructure security: the implementation of preventative measures; comprehensive pre-disaster planning and training, and post-event response and recovery.
Preventive measures. We believe that many organizations can minimize their risk by identifying the vulnerabilities of their most critical assets and then establishing processes, procedures, and physical security to minimize the risk of a catastrophic event. Our focus on “Secure Design” — incorporating security features into the design of a facility rather than bolting on auxiliary devices later — is the future. This approach is the most cost-effective way to integrate risk reduction with your capital improvement programs.
Pre-disaster planning. We begin pre-disaster planning by developing emergency response plans that use “rip and run” activity flowcharts to simplify access to critical information during a crisis. This approach allows agencies to respond more efficiently, minimizing damage and possibly saving lives. Training on the emergency response plan – both in the classroom and in the field – is perhaps the most critical element in effectively responding to a crisis. We provide a wide range of training from simple tabletop exercises to full-blown simulations.
Post-event response. In the event that a crisis does occur, we respond with a “team approach." Depending on the severity of the event up to four teams travel to the site. Once there, they survey the affected areas, prioritize needs, determine the required resources, assist in obtaining available funding, and help with recovery efforts. Whether providing oversight of debris removal, or restoring operations and ensuring the continuity of water and wastewater services, our staff are focused on getting your organization back to normal as quickly as possible. The result of our multi-pronged approach is that you can protect your critical infrastructure and capital assets and provide life-sustaining services while ensuring personnel and public safety.
Proven ExperienceWe take security very seriously and conduct all of our security services under a strict confidentiality policy. In this way, our clients maintain total control over release of security information related to their facilities. Here are some highlights:
