Under the direction of Tonya Simmons, PE, Malcolm Pirnie has developed a web-based water conservation planning and reporting tool for the Florida Department of Environmental Protection (DEP) in coordination with key water supply partners in Florida who are collaborating on measures to improve water use efficiency. The Water Conservation Web-Based GUIDE is the second of three elements of Florida’s Statewide Comprehensive Water Conservation Program for Public Water Suppliers, called Conserve Florida.
The purpose of the Conserve Florida GUIDE is to assist public water suppliers in selecting appropriate water conservation measures and Best Management Practices (BMPs) through a comprehensive utility profiling process, developing a goal-based Water Conservation Plan that includes measures and BMPs with associated implementation schedules, monitoring program implementation, and developing Plan Reports that show demand management progress.
The GUIDE was developed consistent with current water conservation planning methods used by utilities and water management districts in Florida and California. It also incorporates U.S. Environmental Protection Agency (USEPA) water conservation guidelines for water conservation plans. Although conservation planning methods from California and the EPA were utilized, the Conserve Florida GUIDE is Florida-specific.
In addition to the DEP, the diverse group of stakeholders includes the state’s five water management districts; the Florida Public Service Commission; the Utility Council of the American Water Works Association, Florida Section; the Utility Council of the Florida Water Environment Association; and the Florida Rural Water Association.
