Jim Scholl is an expert in water quality protection and watershed management. He evaluates water utility program performance for municipalities and recommends system performance improvements to assure sustainable facilities and programs. As part of an audit and cost effectiveness review of operational activities of the Santa Clara, California Valley Water District, Jim led the evaluation of watershed operations, including the development of quality operating procedures dealing with non-point source pollution, drainage, flooding, stream bank protection, and regulatory compliance. Jim is the principal author of over 25 watershed and stormwater management plans.
